The city or county whose municipal boundary the parcel falls inside — which is not always the city in the mailing address. A Stone Mountain address can sit in unincorporated DeKalb County, and filing with the wrong office is one of the most common reasons a Georgia solar permit comes back. Gwinnett, DeKalb, Fulton, Cobb, Gilmer, Chatham (Savannah) and Clarke are already mapped and file at the per-permit price. Any other Georgia jurisdiction is a one-time $500 to map, then it files at the same price. All 159 counties are in scope.
